To achieve the primary goal of the research, the author has considered it to be necessary to solve a number of the following tasks: to scientifically, logically, argumentatively, and coherently lay out specifics of the process of Slavic national ideology formation and reveal its main features. The national-patriotic mood was not limited merely by the demand for cultural reforms by the beginning of the revolution. It gradually transformed into the context of new political and socio-economic ideas. At the same time, in the meaning of the national paradigm of the Slavic National Movement, the idea of its moderation or passive opposition actualized drastically. In general, the national paradigm was a specific mixture of political ideas. Political freedom – democracy, social and personal guarantees – took a somewhat secondary place, the struggle for national justice with its moral and cultural principles became dominant. On the eve of the 1848 revolution, western Slavs were involved in modernizing their national ideology. Although this process was an all-European phenomenon and large ethnic units were undergoing self-determination, the spiritual renaissance of the western Slavs had specific regional and ethnic characteristics, thus attracting the political attention of the governments of great empires – the Austrian and the Russian. For Russia, the biggest Slavonic country, the idea of the general Slavonic ethnic unity and the Pan-Slavistic ideology had scientific character and served as a factor of geopolitical interest. Gradually, the idea of Panslavism received a variety of interpretations - from Russophilism to state or tsarophilic Pan-Slavism, and during the «Spring of Nations» and democratic Pan-Slavism. In an attempt to oppose the popularization of political Panslavism, Western national ideologues were forced to look for alternative ways to integrate the centripetal interests of the Austrian Slavs, which was reflected in another supranational conception of Austro-Slavicism. ; Метою дослідження стала панідея зокрема і панславізм конкретно. Їх мета полягала в обґрунтуванні не тільки цивілізаційної, етнокультурної, історичної спільності, але в тому числі і політичної. З часом панідеї ставали не тільки джерелом для формування національної ідеології, але також слугували і підставою для появи полінаціональних держав і забезпечували існування ідеології великодержавності. З огляду на заявлену вище проблему, розглянемо панславізм, враховуючи специфіку взаємовідносин у трикутнику інтересів – західні слов'яни, німецькі й угорські національні інтереси на тлі еволюціонування ідеї панславізму в змісті російсько-слов'янських стосунків й імперської зовнішньої політики. Втім, дослідження наднаціональних ідеологій неможливе без з'ясування змісту типологічності і закономірність появи панідей і панрухів як досить типових явищ в контексті становлення й розвитку національних ідеологій в Центральній і Центрально-Східній Європі першої половини ХІХ ст. Відповідно, аналіз наявного матеріалу дозволяє констатувати, що в суспільно-політичній думці західного слов'янства на тлі національного відродження відбувався складний процес формування парадигми національного вибору. Не в останню чергу його зміст лежав у площині цивілізаційного вибору, що і стало однією з причин появи наднаціональних інтеграційних ідей. У процесі розвитку ідеї панславізму можна виділити кілька етапів її розвитку. Насамперед, фаза становлення концепції, початок XIX ст. У цей час для багатьох національних діячів ідея філологічного зближення слов'ян переросла в концепцію «культурного панславізму». На етапі активізації в 30-х – 40-х рр. ХІХ ст. культурно-національних прагнень західних слов'янських народів європейська політика Російської імперії була однією з причин політизації ідеї панславізму. Поступово ідея панславізму отримувала найрізноманітніші інтерпретації – від русофільства до державного або царофільського панславізму, а в період «Весни народів» і демократичного панславізму. Намагаючись протистояти популяризації політичного панславізму, західні національні ідеологи були змушені шукати альтернативні шляхи для інтеграції доцентрових інтересів австрійських слов'ян, що знайшло своє відображення в іншій наднаціональній концепції австрославізму.

Та питання імперій поки що не знято з політичного порядку денного. Саме поняття «імперія» у ХІХ столітті ще не досліджували, а вже у наступному заговорили про імперське мислення, імперські амбіції, імперську традицію. Але власне зміст поняття імперії залишився поза межами інтересів дослідників, або ж демонізувався. However, the issue of empires is not closed, has not been taken off the political agenda.The notion of empire was not yet investigated in the XIX century, and in the XX the scientists introduced such terms as imperial thinking, imperial ambitions, and imperial traditions. However, the content of the notion "empire" was not investigated or had a demonized meaning with a destructive sense.The research and analysis of empires had a serious theoretical significance for the objective perception of history, modernity, and development perspectives of international relations system.Although it must be emphasized that European countries actually claim to form their own organizational type of state. So, recently, quite often, researchers and politicians have expressed different assessments regarding the prospect of the development of forms of state-territorial organization of European countries. What is the future of the European Union? In decentralization and separation of states in the further integration of cultural and economic space? Is it possible for the united Europe to coexist within the confederacy or federal structure? Price issue concerns not only the EU, but also its territorial organization and, most importantly, the future format of the state. In this regard, the question arises: the prospects of the European alliance - the consolidation of the federation, the confederation of countries, and perhaps the future version of the renewed type of "soft" empire?We examined the separate principles and aspects of the imperial system. Empires existed in different ages, in different political and cultural environments. All empires were characterized by different models of colonization and space exploration. Different empires perceived their regions with their autochthonous population. However, in many respects the imperial dominant remained similar. This allows us to assume that the ethnic groups can perceive the imperial order at least if it is adapted to its ethno-social and ethnosciological peculiarities, and therefore, in our opinion, it will be incorrect to recall the empire-state only in the past.

The article substantiates the idea that geopolitics as a scientific discipline is not a static amount of knowledge, but a dynamic humanitarian scientific field, which is constantly expanding due to economic, demographic, historical, political and other factors. We believe it is necessary to abandon the simplified consideration of geopolitics as a science, which only studies the influence on geographic space. We should speak about the relationships between geographic space and politics, space and information sphere, demography and migration. The last two aspects, or, more precisely, a social group of young people in the migration process, are the subject of authors` consideration. Under the concept Youth Policy we will mean a system of measures to ensure and maintain a certain social status of young people (legal, political, economic, cultural etc.).Owing to a number of socio-economic reasons, and in comparison with other social groups Ukrainian young people have got into a difficult situation. Accordingly, the task of the youth policy in the state is to overcome contradictions between youth and society, to harmonize interests by means of additional measures of state support for the youth's social group.In general, migration and youth migration in particular played and continue to play a significant role in the dynamics of sustainable development of states. Ukraine, which suffered all the consequences of the systemic crisis (and they were manifested in a sharp decline in economic growth, social maladjustment of the population, increased disintegration processes), was largely not prepared to develop an adequate youth migration policy. In Ukraine, the migration process has become controversial, and sometimes irrational.Accordingly, the outflow of Ukrainian youth beyond the borders of the Batkivshchyna actualized not only the demographic problem of Ukraine. The growing migration activity of young people encouraged us to draw attention to this aspect of defining the concept of geopolitics as a science of space control. ; У статті обґрунтовується думка про те, що об'єкт і предмет геополітичної науки – не статична сума традиційних знань, а достатньо динамічний гуманітарний науковий напрям, який постійно розширюється за рахунок економічних, демографічних, історичних, політичних та інших чинників. Відмовившись від спрощеного розгляду геополітики як науки про вплив на географічний простір, сучасні дослідники вважають за необхідне вести мову про взаємозв'язок географічного простору та політики, космосу та інформаційної сфери, демографії та міграції. Саме два останні аспекти, а, точніше, така соціальна група, як молодь у міграційному процесі, є предметом розгляду авторів.Загалом міграція населення і молодіжна міграція зокрема відігравала і продовжує відігравати значну роль у динаміці сталого розвитку держав. Україна, яка зазнала всіх наслідків системної кризи, (а вони проявилися в різкому спаді темпів економічного зростання, соціальній дезадаптації населення, посиленні дезінтеграційних процесів), виявилася багато в чому не готовою до вироблення адекватної молодіжної міграційної політики. В Україні міграційний процес набув суперечливої, а інколи й ірраціональної практики.Відповідно відтік української молоді за межі Батьківщини актуалізував не тільки демографічну проблему України. Зростаюча міграційна активність молодих спонукала нас звернути увагу на такий аспект визначення поняття геополітика, як наука про контроль над простором.

Accordingly, the task of the youth policy in the state is to overcome contradictions between youth and society, to harmonize interests by means of additional measures of state support for the youth's social group.In general, migration and youth migration in particular played and continue to play a significant role in the dynamics of sustainable development of states. Ukraine, which suffered all the consequences of the systemic crisis (and they were manifested in a sharp decline in economic growth, social maladjustment of the population, increased disintegration processes), was largely not prepared to develop an adequate youth migration policy. In Ukraine, the migration process has become controversial, and sometimes irrational.Accordingly, the outflow of Ukrainian youth beyond the borders of the Batkivshchyna actualized not only the demographic problem of Ukraine. The growing migration activity of young people encouraged us to draw attention to this aspect of defining the concept of geopolitics as a science of space control. ; У статті обґрунтовується думка про те, що об'єкт і предмет геополітичної науки – не статична сума традиційних знань, а достатньо динамічний гуманітарний науковий напрям, який постійно розширюється за рахунок економічних, демографічних, історичних, політичних та інших чинників. Визначення геополітики набуває сьогодні ширшого змісту. Відмовившись від спрощеного розгляду геополітики як науки про вплив на географічний простір, сучасні дослідники вважають за необхідне вести мову про взаємозв'язок географічного простору та політики, космосу та інформаційної сфери, демографії та міграції. Саме два останні аспекти, а, точніше, така соціальна група, як молодь у міграційному процесі, є предметом розгляду авторів.Загалом міграція населення і молодіжна міграція зокрема відігравала і продовжує відігравати значну роль у динаміці сталого розвитку держав. Україна, яка зазнала всіх наслідків системної кризи, (а вони проявилися в різкому спаді темпів економічного зростання, соціальній дезадаптації населення, посиленні дезінтеграційних процесів), виявилася багато в чому не готовою до вироблення адекватної молодіжної міграційної політики. В Україні міграційний процес набув суперечливої, а інколи й ірраціональної практики.Відповідно відтік української молоді за межі Батьківщини актуалізував не тільки демографічну проблему України. Зростаюча міграційна активність молодих спонукала нас звернути увагу на такий аспект визначення поняття геополітика, як наука про контроль над простором.
